I get it, government - or the evil empire - just goes out and does this 
crazy shit with no motivation.  sure, it is SOOO simple.  Man, I was 
totally unaware that this faceless entity was responsible for all the 
bad things that have happened to the environment and for all my 
misfortunes in life.  

Getting back to your specific and very simplified example of the 
Everglades and degradation of water quality (Florida Bay), I am sure no 
one else compelled the COE to divert the Everglades, such as, hmmm maybe 
the Sugar Industry? 
Get a grip.

And yes, divers are to blame also - why?  because we all fall into the 
general population that is increasing daily.  You and I are no more 
innocent than anyone else.  The Keys, that you go to every XMAS, would 
be fine if there were not thousands of tourists, that need increased 
lodging, restaurants, and marinas - hmm, which takes real estate, 
probably much of it coastal wetlands, to cater to their (yours and mine 
too) needs.

More people = more problems.  It's that simple.

People like you bitching about your position in life, because it's 
everyone elses fault, ain't gonna help.  Quit pointing fingers, learn 
the issues, and develop solutions.
If you ain't part of the solution, your'e part of the problem.
