Without plunging into the theory of multi-attribute utilitity functions,
suffice it to that "best" depends on what set of criteria you are
using to make the comparison, as well as how each criterion is weighed.
The fact that different agencies have different requirements
particulary with respect to time in water suggests that their guidelines
are designed with different objectives in mind, or rather the priority
of objectives is different. For example if an agency wants to set up a
course so that it maximizes throughput then it should be as short as
possible. Of course, "short as possible" is dictated by what they
expect to teach.

Let's cut to the chase. What is more important to you:
brand-name training, low cost, a quick c-card, or comprehensive knowledge?
Answer that question and it shouldn't be too hard to figure out
which course you should take.
