You don't say what else you are wearing with the undergarments.  If you are
using anything made of cotton, like a t-shirt, as a layer.  Remove that.  

Use only fabrics that wick away moisture, rather than keeping it next to your
skin.  Good fabrics are polartech, polypropelene, and others usually used for
skiing and mountaineering.  If you need an extra layer, look for long johns
made of these kinds of materials.

As far as the main undergarments, the ones designed for divers, like the ones
made by DUI, are better than the ones made for other sports, because they are
designed to keep you warm even if you get VERY wet.
