Jeff Bentley, You should know that when you are at deco you are basically at rest. CO2 retention is not much of a problem when you are not exerting yourself. Even with skip breathing you are offgassing plenty of CO2 at deco since you are at rest. The deco ceiling is there for a reason. If you were in a cave with an emergency and low on air would you continue to breathe normally or would you simply breathe out your gas as you suggested for the decompression stops. ? Ommited decompression probably won't kill you but it will hurt like hell. Why would you argue against trying to extend your gas supply and your deco time by breathing at a slower rate when an emergency would dictate it?
