I solved a problem like yours once on one of my students What was happening was in the horizontal diving position the wings would ride up the sides of tanks as they do, but at the lower halves of the wings, the air would trap and form two lift points at (approx.) your hips on the first head down position. Difficult to dump this air. Objective is to maintain all air in BC to behind shoulders and not any lower unless inflation requires so. Wings sat lower than base of tanks causing air to trap as the wings lifted below the tank bases. Fix ,use taller tanks or lower tanks to raise wings at least 1" off ground when standing upright. Cord on wings not properly adjusted, trick is to unwind cord up both sides of wings to approx. arm pit, then adjust upper portion of wings accordingly, but not too tight. Next tie off cord at that position at the next avaliable eye, feed cord thru remaining wings on each side . Now pull the two lower halves of the BC much tighter than top section to create a two stage BC inflation system. You will need to trim excess cord off.
