I understand that the DCIEM tables depart considerably from the underlying 
model due to empirical modification of the schedules.  A couple of years ago 
I was also interested in the DCIEM model and asked a collegue who is 
involved with DCIEM to ask R. Nishi if I could have reprints of any DCIEM 
reports on the model.  The answer I got, and this is second hand (from my 
collegue) and may lose some accuracy in the re-telling, is that Nishi would 
have trouble identifying a unified algorithm underlying the tables, and that 
the tables were empirical modifications of the early Kidd-Stubbs model, plus 
bits and pieces of newer models.  At this time Nishi was in the process of 
writing an article, trying to pull the models togethor.  I cannot verify the 
accuracy of this information.
