You must concider that Buhlmann worked over 30 years in this feild. And he says in his 1984 Book [1] La Plongee, the diving book of the French Navy, published in 1955 and the US Navy Diving Manual, Published in 1959, were the most important references available in 1960 in Zuhrich for the preparation of the first experiments concerning deep diving. So he started more or less from scratch and had to build his work by log reaserch. If you study his published papers the titles goes from "Fast decompression unsing gas shifts" in the early years. (My translation) to "On the calculation of low risk decompression" in the late '80:ies. My conclution is that his views were modified during his career.
