Alan: We had the same problem several years ago at our business.
It's all a matter of garnering fees. I had a script.
Now they want registry with the State Pharmaceutical Board
to "dispense" medical grade O2 to the public in Florida.
Got a call from the director of the Dept. of Professional
Regulation......wanting to know "what Nitrox was".....
Anyway, some states are still very permissive - only because
they have not figured out yet how to take administrative
fees to the next level. Georgia comes to mind. Can go
across the line and get all the medical O2 we want.
Go to Aviators.....AirLiquide calls it "Breathing Air
      Quality" and skip the hassles.
The big suppliers want to see some gross from business
accounts as it is. I think, over time, it'll get much tougher
for individuals mixing their own, unfortunately.

You are correct. It's all the same gas. Dustin
