Perhaps this is the origin of the DIR concept, at least as it 
concerns diving  (circa 1952).

	"The [artifact] created a crises for our operational plan...It was 
up to me to decide whether to crunch away, incurring such losses, in 
order to fulfill the time schedule, or to slow down in meticulous 
concern for the delicate [artifacts]. We decided to slow it down and 
do it right, no matter what the cost nor how long it would prolong 
the ordeal. We instructed the divers accordingly."
