As I understood it, the buddy is an essential part of the Doing It Right system. You don't need a spare mask, or a "buddy bottle", or any of a long list of other things, if you've got somebody you can rely on in the water beside you. If you're going to change a fundamental assumption at the core of the system, you pretty much have to start over with a blank sheet of paper and think everything through again and make sure you have a coherent system. Almost all of my dives are with a short list of other people from around here; I really can't see going out and doing a serious dive with some random other customer on a diveboat.
