I would like to add something to that example I gave,

The OMS 98cft is in fact a 15 liter cylinder.
To get that figure you need to know the rating. In this case it is 98cft at
2640psi.
2640psi / 14.51=182bar

So, it would be more correct to say:
98cft x 28.3=2773L
2773L / 182=15.2L
