I recently read (in Undercurrents, I think) that modern valves are designed to be turned such that the seat is held against the stop, ie. don't need to back off the 1/4 turn. They mentioned that Sherwood changed their design many, many years ago. We just never changed our practices. :) # In any case, I personally think that it is time to adopt a new standard. # Leave valves all the way open or all the way closed. The 'partial valve # open' problems go away, and it is easy to change the state of a valve # that is in an odd position or orientation. I agree. Regardless of the valve or it's manufacture date, either it's opened or it's closed.
