    Except in the specialized tourist traps Mexico is a virtually lawless
country where foreign divers are concerned, especially in the Yucatan Pen.
area.   The police and military there are concerned and busy with 3 things,
Guns, Drugs, and Rebels.    As I understand it, diving deaths in Mexico are
considered "Death By Misadventure".   No legal risk for any dive operators
there; and if you think the instructors are bad, you should see some of the
equipment !    The one exception I know of is Steve Garrard - an excellent
guide and instructor.
