This could be part of an overall strategy. Right now, I'm sure, there are 
instructors & agencies coming up with their own strategies to make their 
instruction safer. But 20 different efforts going off into 20 different 
directions will always be an uphill battle taking a step forward and a 
step back. If all of these agencies are doing the SAME THING, that is, 
teaching the various levels of technical diving, then it makes sense to 
make an effort at standards UNIFIED. Your suggestion could be part of 
such an effort, the public relations, promotional part.
