Sorry, but I wasn't joking. So at the risk of ridicule ...

My understanding is that you would do your 10' stop on oxygen at 10'. 
Increasing the ppO2 is only of benefit in that it decreases the pp of inert 
gas in the breathing mix. In this case zero anyway. 

Going to 10' instead of pulling the stop to 20' increases the inert gas 
gradient which decreases time to off gas, but will grow any bubbles over 
what they would have done at 20'. 

In practice many people pull their 10' stop to 15-20' but for reasons of 
keeping away from the rough seas. I was not aware of pulling all 10' stops 
to 20' was common practice for reduction of bubbles.

Is this common practice in USA ? I don't think it is in any of the agencies 
training.
