The problem with helium is it's availablility, I would not imagine that Truk would have a ready supply of the gas, even today. From reading the rest of the book I get the strong impression that Cousteau was interested in true exploration of the depths rather than catching a nitrogen buzz, and that he would use helium if he had it.
