it's not that i disagree with the spirit of your post...
it IS a good thing to be certain that students are "up to" the diving
they're being trained for.

but on the other hand it needs to be pointed out that if a student pays for
a "YOUR AGENCY HERE" course and fulfills the agency's requirements as put
forth in written standards and you refuse to certify him he has an almost
certain case to go to the agency and DEMAND certification.

you can't really make up your OWN standards.

and the reasoning for this (although it sounds arbitrary) in part has to do
with preventing instructors from being arbitrary on THEIR parts...so an
instructor cannot refuse to certify any women, or blacks, or gays...for
example.

you still have a right to feel comfortable with whom you accept into your
course.
but once accpeted, you have an obligation to certify those who meet the
agency standards.
