William, we are in absolute agreement on all points, particularly those tying rights to responsibilities, except this one. The reason I say this is that the dive industry is not capable of regulating anything, it has no enforcement capability, and certainly no body capable of forming the regulations in the first place. The other reason is that I don't believe for an instant that scuba diving will ever be regulated by law in the U.S., other than minimal age types of things. This goverment isn't interested or capable of regulating a bunch of idiots trying to breathe water, any more than they are with sky diving, rock climbing, or other sports of this nature. Perhaps, in another country, (Austrailia comes to mind) they try, but if the goverment ever tried here, they just wouldn't be allowed to do so.
