Effectively each tethered diver is solo - their tender is their buddy. With attentive tenders entanglement isn't too much of a problem with two divers in the hole. The advantage of a seperate safety diver is that they have full tanks and dry regs - the second diver in the hole may not have enough air/energy to do the whole search sweep. I think the "team of 5" means 2 divers, 2 tenders, and a safety diver NOT five divers in the water as Chuck suggests. Sean's example illustrates the need to have people on the surface to keep the hole open.
