I will not be able to make it to DEMA this year for the meeting on the 
OSHA Variance.  Therefore; I am putting this out to give a place to 
start kicking ideas for a properly worded variance.  This does not 
include any Rebreather info.

The variance makes several reverences to the NOAH Diving manual.  If 
OSHA puts faith in the NOAH Diving Manual, then parts of the variance 
should be changed to reflect what is in the NOAH Diving Manual.

So I go to Boarders to buy the NOAH diving manual this weekend $600+ and 
it has to be ordered.  Ahhhhhhhhhhh  That�s OK, the Navy diving manual 
is $900+.

1. Start with the PPO2 exposure limits.  The variance states 1.4 ATA Max 
exposure, but does not state the Max 24 hour exposure for 1.4 ATA.  How 
about putting the NOAH PPO2 Exposure table?

Then there is the issue with FO2  The variance gives 40% Max FO2.  What 
about 50/50, 80/20 and 100%.  By using the NOAH PPO2 exposure instead of  
Max FO2, we can get the other mixes in.

2. The variance states 130 FSW for Max dept.  Instead of putting in the 
Max dept, how about a Max PPN2.  So lets see, do we want to start with 
END of 170 FSW (let the fun begin.)  This will give an opening for 
letting H2 into the Variance.  Dial that back if you want, the point is 
to get H2 in.

Does the NOAH diving manual have reverences to PPH2 exposures outside of 
HPNS?  If not, does DAN have stats and recommendations on exposures?  
What about other inert gases?

3. No stop decompression diving and Recompression facilities.  Does DAN 
have the safety stats on staged decompression diving?  If so use that to 
extend the 5min to Recompression.  

O2 on board the dive boat + in water Recompression + a fast Coast Guard 
Helo ride to Recompression.  What do you guys think?  Do we want to 
bring up in water Recompression?  The Navy has it, I don't know about 
NOAH.

Well, I just wanted to kick in my 2 cents.  And keep the flames to a 
minimum, intelligent comments and criticism always welcome.
