Max,

As I understand it, 1987 was the last time that the Navy conducted
across the board tests of regulators.  Since then, they have tested
individual regulators or brands of regulators.

I know that there have been several reports since then (ie, on the Beuchat
regulators), and these reports are available thru NTIS (National Technical
Information Service) in Virginia.
