George,
Hell I envy you paying US$55 for 290 cubic feet.  On average we pay double that.

As far as the segregation of cylinders go, in South Africa there is a fairly
strict colour code
by which all suppliers adhere.

Oxygen is supplied in black cylinders.  Inductrial grade (non vacummed) is all
black.
Aviators, is black with the words "High Flying Oxygen" blodly appearing the
full length of
the cylinder.  Medical oxygen, is black with a white neck.  The difference
between the last 
two is that Medical is dryer (less moisture) than the Aviators.

Helium is supplied in a brown cylinder.  Primarily the supplier would simply
place a sticker
on the cylinder.  There is alos a size difference.  Industrial grade is in a
smaller cylinder.
One supplier does however have a white neck on there medical grade.  This is
also accompanied
with a spectrographic analysis.

I know that one of the suppliers here, AFROX, also known as BOC will provide
premix to your specification
at a minimal cost above that of the gas.  They are however the most expensive
as far as the supply of Helium 
is concerned.  Here we pay around US$250 for 300 cubic feet.
