Drew- I predict that all the wanna-be tech divers will buy these tanks right and left, then take up snowboarding. The market will be flooded with barley used tanks and the prices will drop like a rock. Steel tanks don't wear out or go away. (except for the deepair wall divers, of course). Market forces are at work here. Today I have seen a tank of helium go for $100, $89, $50, $44. How do you explain the discrepancy? The local market. Divers aren't the only folks who use helium.
