As Nick commented, things vary depending on the supplier.  As best as
I can tell the situation in Sydney with CIG supplied O2 is that the only
difference between medical and industrial grade O2 is in the handling of
the cylinders.  Here, I believe, medical grade O2 cylinders are recleaned before
each reuse, and this is not the case with industrial O2 cylinders.
