I got this from Dr. R. W. 'Bill' Hamilton on Saturday, 8/13/94:
- The FDA has always interpreted its rules to say that emergency
oxygen can be administered (by a trained person) without a
prescription.
- There is a petition to the FDA to change this, and to require a
prescription. This would, if enforced, be devastating to diving as
well as other areas such as fire fighting.
- On the basis of a cursory investigation, it appears that the
petition could properly labelled "frivolous". It cannot possibly
have any merit, because there have been no problems.
- Dr. Yancy Mebane of DAN is collecting letters to send to the FDA.
He requests you write to the FDA but send the letter to him. Tell
them what a mess they will be creating.

Dr Hamilton said that Dr. Mebane is collecting letters as he will
have a greater impact if he can walk in with a stack of them. If sent
directly to the FDA, they may get misrouted. You could send a letter
to the FDA and also to Dr. Mebane.
