EJ,

It is important to consider the absolute partial pressure here not
simply the mole fraction of the gase. At high ppo2s and long exposures
all sorts of unpleasant physiological things start to happen.

Vasoconstriction is a natural response of the body to various crises.
Cell damage which releases things like nitric oxide and histamines will
trigger an immune response. The introduction of snake venom will also
trigger localized vasoconstriction.
