The answer is YES you have it right ! The proponents of deep stops suggest that normal deco schedules actually treat tiny bubbles that formed deep during the ascent and that short deep stops reduce the chance of creating the bubbles in the first place or at least of allowing their diameter to reach a point where surface tension drops to a point that permits easier growth. All theory, and only Richard Pyle seems to have an organized procedure for calculating such stops, but the idea sounds real good to me.
