A good way is to use car tyre inner tube - it's free and works well. I can give you an answer for one condition. If the tanks and bands are dissimilar metals, you may get electrolytic corrosion between them when they are used in salt water. This is something that we have to be very careful with in our boat equipment. I don't know whether this corrosion would become serious in the diving environment.
