The shop owner may love you and be perfectly happy to give you any sort
of fill you want, but what's got him scared shitless is the thought of a
customer's widow and her lawyer coming in a month later.

On the liability side of things (leaving O2 filling safety aside for a
moment), a store that only pumps air SHOULD have absolutely nothing to
worry about.  If a customer later comes to grief with nitrox or trimix,
then the store couldn't have pumped that for the customer even if they
wanted to, and they should be off the hook fairly trivially.  Maybe he
used the shop fill and refilled elsewhere, or maybe he didn't tell them
he had O2 and/or helium in the tank.

OTOH, a store that does handle interesting mixes may well want to kvetch
about customers who want to do nitrox on the cheap and not pay the shop's
price.  It may be harder for them to prove that the customer came in for
an air fill and didn't get filled off the nitrox or trimix bank.

I think it was Bill Shakespeare who said "First, we kill all the lawyers".
Problem is, miss any of them and the survivors will sue your butt into the
ground.

Meanwhile, on the O2 safety front (the lawyers may take everything you
have, but an exploding tank will kill you):  If I was running a dive shop,
I would not want to give any customer air that I wouldn't personally use
in a partial pressure fill.  Fast fills were never a good idea, even before
nitrox came along.  Fill every tank as if you were pumping onto oxygen, and
you'll be giving good fills.  Besides, slow fills give the customer more
time to wander around the shop and maybe find something he wants to buy.
