Once again you are correct in stating that 171 does not define the scope,
purpose, and definintions for 49CFR.
However, Part 171 as titled below
Part 171 GENERAL INFORMATION, REGULATIONS, AND DEFINITIONS (Sections 171.1
- 171.21)
does indeed define the purpose and scope of Subchapter C of 49CFR Hazardous
Materials Regulations parts 171 - 185 inclusive.
All of the sections quoted by you are part of subchapter C, and thus
governed by the purpose, scope and definitions defined in Part 171.
All of this can be clearly seen at the DOT's Hazmat page covering
subchapter C of 49CFR -
