Remember, the US Coast Guard (who operate on the water) are a part of the
Department of Transportation.
(I can't imagine the USCG checking hydros along with fire extinguishers and
lifejackets, though).

Isn't the DOT certification on tanks required, SIMPLY because
those tanks are carried on public highways and they need a standard
safeguard against explosions and whatnot?
What about tanks in a captive environment, say, a private dive boat
(not necessarly a charter) or a resort? They never get on highways
and presumably don't need a hydro???
