My Dive Rite manifolds have those "dip" tubes (as I've heard dive shop workers call them). If yours doesn't, then maybe you were shorted them by mistake. As for what they do, if the tank is oriented upside down (not that unusual during a dive) then any loose debris that might be in the tank would likely not get into the valve and your windpipe.
