     Dave
     I don't think that it is illegal to fill an epoxy coated  tank, 
     however it would be foolish to go out and buy one.  The epoxy flexes 
     and cracks with time, and the potential for unseen corrosion is high. 
     
     Epoxy coatings can be tumbled out, and a good tank inspector will 
     insist on its removal.  Personally, I wouldn't buy one.

Jack,
     
When you say "illegal", do you mean a DOT law?  Or a CTC law?  I've 
never heard of a law against the coating.  Based on the responses I've 
gotten, there are many folks using them.  I know of several stores that 
will VIP and hydro them.  Are they violating the law?
