His CNS % is irrelevant as he is on the surface and breathing, a convulsion would not be a problem, indeed if he is put in chamber for treatment they will probably force his CNS through the roof in order to correct his symptoms. long term oxygen poisoning is also irrelevant when it comes to treating the victim, his lungs will heal given time, can he walk?
