This was just a rotten everywhere steel TANK.  It came apart midway down the
tank.  What Joe told me was that one minute he was filling the tank the next
minute he was in the hospital with on hell of a headache.  The tank was NOT
"over full" when it blew.  Iv'e seen the remains of this tank and I am certain
that whether or not it had a burst disk it still would have blown.  And Joe is
now very hesitant to full old steel 72s he has not inspected.  He made me sware
the VIP on my tanks were do properly.  And made me stand and talk to him as he
filled them.
