On the other hand, there are lots of places which bear precious little relation to open water diving --- they're basically caving underwater. I significant part of the reason for the policy (and it is still officially group policy) is that it controls the numbers and committment of UK cave divers --- the group has an excellent safety record, and would like to keep it that way. "Training" in the CDG is also a vague concept --- when I look back on mine, it seems to mainly consist of me diving easyish sumps either on my own, or with another trainee, and sometimes a qualified diver around somewhere (rarely in visual range) who'd make sarcastic remarks about my line laying and what I'd done to the vis.
