Actually, the #1 reason is because the Skipper of the Hurst Isle won't 
let you scuba with White Sided Dolphins, but he will let you snorkle. 
(Because they can "spiral you down" or some such noise... didn't pay much 
attention) The dolphins will let a snorkler get  a lot closer than a 
diver.

That would make the Florida Keys boat  a distant second.
