In Australia your doctor can send you to hospital for a test to determine
how bad your Asthma is.  Basically they have you breathe salt water spray
and attempt to induce an Asthma attack (simulates a hole in your second
stage diaphragm), there is a scale they use to determine whether you can
dive or not but I can't remember it off hand.  A few years ago I had a
divemaster who failed his initial medical (due to Asthma) but after having
this test was declared fit to dive, now he regularly dives to 76m and has
never had a problem.
