Just to be sure we're on the same wavelength, I took "in front" as meaning
closer to the front of the diver wearing the rig, rather than from the
viewpoint of the photograph.  In that photo, you can't see the backplate
because it's hidden "behind" the wings, which I think is what you mean
here, but in the other sense it's in front of the wings.

To the best of my knowledge, the wings are always sandwiched between the
tanks and the backplate.
