You got the wrong Bill Hogarth. Hogarthian rigs are named after Bill Hogarth 
Main, the guy who took a long hard look at the way cave diving gear is set up 
and came up with an optimal configuration. Since then, his "optimal" 
configuration has been continuously improved upon. It is still not perfect, 
just the best anyone has come up with so far.
