The story I heard was that he was after the art panels and in order to 
get then he had a LOT of work to do. His "claim" to the Doria was not to 
prevent other divers from diving the wreck but to keep them from coming 
iin at the lasst minute and snatching the panles. This rendition seems 
born out by the fact that a lot of people have dived the wreck since his 
claim.
