     I am the divemaster of the NOAA Office of Enforcement Underwater 
     Investigative Unit.  We have been looking for a product like the one 
     you describe. The application would be a harness shoulder pad that can 
     also retain a hose, and small emergency items; whistle, flare, signal 
     mirror, etc.
     
     Can you send me a photo of the pads, pricing and ordering info etc?

Ref to the straps for the backplate. Ocean Management Systems(OMS) also make 
velco shoulder pads. They are easy to put on and take off. I also use an 
extra set to wrap my hose together as they come under my arms. if any
