The Ikelite Mini-C strobe is reasonably cheap and works pretty well.  The
only trouble is that the switch (as on the mini-C light) can switch itself
off if surge causes it to hit the anchor line - this has happened to me.  As
Alan wright suggests, use two, and even then you really should have an ascent
line to cover strobe failure (as well as a host of other reasons why you
might not make it to the anchor).
