Yes, I'm no stranger to diving by brail in here No. California, but tell
me honestly, what kind of dive are you doing with 2 inch of visibility?
If you're looking at wildlife, you will more likely be testing the
tensile strength of urchin spines against your face, (especially if there's
any surge), and if you're wreck diving (looking), what can you hope
to see in two inches except sharp rusted metal?  It would be like hiking in
the mountains at night in total pitch black darkness with nothing but a
penlight flashlight to see the sights.  Of course it would depend on 
whether the conditions vary, as they can change from 20 inches to 20 feet
in just 10 feet in some locations, depending on the depth, currents, ect.

And of course, here, even though YOU might not be able to see more than 2
inches, that doesn't mean the SHARKS can't see you perfectly as a huge
electromagnetic blip on their radar screen...;)..Not that there are many
White sharks left alive to be worring about.
