I built one that operates at 32 Khz, USB SSB.  Pretty simple actually, but as
you are probably finding out, the xducer is the hard part.  I purchased one
from OTS for about $100.  I tried making my own using 40Khz air transducers
and potting them in acrylic but there was insufficient energy transmission to
the water medium.
