For a bubble to exist: Pb>Pamb+Pst+Po where: Pb is the pressure of gases inside the bubble Pamb is ambient pressure Pst is the pressure due to surface tension Po is pressures due to other stuff but you had already guessed this, all decompression "M values" give allowed tissue inert gas tension compared to ambient pressure.
