It's not only the serial numbers. You have to make sure that the
tanks have been rolled in OPPOSITE directions; the metal grain inside
is more incurved on one side than the other, so, as the tanks empty,
there is a radial vortex generated inside the tanks which, unless
cancelled by an identical vortex in the other tank, would threaten to
spin around the diver, thus maximizing the effect of narcing. 

Aluminium tanks do not need counterbalancing, because the 
manufacturing process produces lengthwile grain, so there is no 
radial vortex induced when the tank empties.
