I am unfamiliar with 'bar' measurements and tank volume was not mentioned,
but from the tone of the question I assume that you have enough air to
recover/assist the stunned diver.  (The problem seems to be deco fear.)

I would attempt to recover the diver.  DCS can be fixed, death cannot.
More air can be acquired.  Since you would have to send the stunned diver
to the surface, it's a fair bet that you'll be able to get more air.

As an asside, I do not consider 1 minute to no decomp any safer than one
minute after decomp limit.  Sounds like this dive was poorly planned, as well,
but that was probably to make the decision tougher.
