I'm off to orlando and Tallahassess so will be brief, I had not read 
that statement by Bret, To my knowledge the USN has not allowed air 
below 190 feet as a dive practice and then primairly in surface 
supplied and for reason. I think his intentions was simply to 
coordinate that po2 wise 218 on air corresponded to 132 on EAN 32.
