We one is a student, they are there to learn and may not have all the knowledge necessary to make proper decisions. It is the instructors responsibility to impart sufficient knowledge to the student that upon completion of the course the graduate fully understands the potential consequences of his actions. If the student is incapable of assimilating the information and demonstrating competance in the required skills, it is the instructors responsibility to not certify the student.
